Adventure Travel In Peru – Trying Out A New Road

In my missionary work here in southern Peru, I sometimes help out some short-term teams that come from the U.S. On one of these occasions, I drove to near Oyolo, a village about five hours away from Cotahuasi where I live, to meet Pastor Eddie and his team from Florida. They were driving from Pausa and were supposed to be meeting me up on the high plain, about an hour before Oyolo, as they were going to be using the “new road” we had learned about when we were there a number of months before. It was supposed to connect between Tactanga (there is a good road between Pausa and Tactanga) and Oyolo, saving a 4-5 hour walk. On Monday afternoon, I waited for Eddie and his team for a short while at the designated meeting place but that didn’t last long as I am not a very good “waiter”. So I decided to drive as far as possible on the new road to meet them. I drove down the road for a few minutes until I came to a steep downhill and stopped to check it out. I was afraid that if I went down there I might not have the power to get back up again as my car doesn’t have a “4×4 low” range and the road was somewhat soft. No problem as this road appeared to be just a shortcut if you wanted to go to Oyolo. The main road seemed to be about six miles towards Cotahuasi so I backtracked to that.

There were fresh truck tracks on the road, with dual wheels, so I figured if a big truck could go through there the road couldn’t be too bad. However, about 10 minutes down the road, the truck tracks turned around, but there was still a set of tracks continuing, going down a hill. Those turned around a few minutes later and the road disappeared! I could see the road climbing out of a gully on the other side and I could also see where it went towards Oyolo. But there was at least a mile of rocks and a deep gully between me and there. Walking down, I followed a faint track across some sand down to what looked like a swampy area; fortunately it was dry now. I lost the tracks but was able to get up on top of a hill where I could see the road less than ¼ mile below me but no road to it and no tracks, just more rocks and gullies. After waiting for about an hour, I decided to go on to Oyolo and see if there was a message there.

In Oyolo, I called on the public radio to Pomacocha (the last village they went through with a radio) and found out that they had left there about 3:00 pm, but the operator said that they were on the walking trail. I started walking down the trail, asking everyone I met if they had seen the gringos. Finally at about 6:00 pm I met a man who said that they had started on the road at Tactanga at 3:00 pm and were definitely attempting to go by truck across the high plain. We had been told that it was only three hours from Tactanga to Oyolo, so I hurried back to Oyolo, expecting them to be there when I arrived there at 7:00 pm. There was no sign of them so I started walking up the road, hoping to meet them. After an hour I gave up and returned back to Oyolo at about 9:00 pm. Now I didn’t know what to do, I knew they had to be up on the high plain somewhere, I couldn’t drive or walk there, so I finally went to bed, praying that they were OK.

Tuesday morning I got up early and drove back up the road two hours to where I had waited the afternoon before. Still no sign of them. I walked down to the road below and then up the road on the other side to a ridge about an hour away. They should have been there by then. I should have been able to see their dust if they were on the road. Nothing. I walked back to my car, clearing the road of rocks and filling in holes to make it passable, as it hadn’t been driven on in months, since the rainy season. I cleared the rocks to make a path up the hill I was parked on, so I could drive down. I was able to drive down to the road without too much problem, went up the road to past where I had walked to, probably about 10 miles total. I finally reached another steep hill, going down to a flat plain, where I could no longer see the road. No truck, no dust. I finally decided that they must have turned around and went back for some reason.

I returned to Oyolo where there was a message to radio them right away in Pausa, it was urgent! Turns out they gotten lost up there Monday night, spent a cold restless night at over 15,000 feet with little sleep in the truck, and returned to Pausa on Tuesday to get more fuel and a guide. Eddie said they would try again on Wednesday, so I got up early again and went back to meet them. I waited at the top of the hill, above their road because I had barely made it back up the day before. After waiting for what seemed like forever, I saw their dust and finally they appeared. It took them five hours, not three, because the road was so bad. A few days later when they returned to Pausa, I rode with Eddie to learn the road. I then hiked back to Oyolo to pick up my car and return to Cotahuasi. On a future trip they plan on flying into Arequipa and driving through Cotahuasi to get to Oyolo, rather than take that road again.

Role Of A Lawyer In Road Accident Compensation Cases

Getting involved in a road accident is not only painful, physically but also mentally. A road accident brings in a host of tricky questions, which always make the afterlife of the victim more painful, emotionally rather than physically. The victim usually faces the following set of questions after the road accident:

What is my fault or the other persons fault? Who is to be really blamed for the mess occurred?

Who would be paying for the damages incurred to my automobile?

Would I be allowed to have a rental automobile?

Who will be responsible for clearing my medical bills?

Will the Insurance Firm be reimbursing me for my lost wages?

Don’t panic, as all the questions can be properly dealt by an experienced lawyer due to his negotiating ability. A lawyer knows the law very well, can carry out all the legal work easily and properly advocate on your behalf.

A good and experienced Lawyer knows the law, in and out:

Involving a professional lawyer to represent your case in the court of law would really do wonders for your case as he would be having the requisite knowledge about the relevant laws and procedures that would be affecting your case. He would be advising you regarding the statutes of limitations which could be applicable in debarring you from filing a lawsuit against the individual at-fault. The lawyer would guide you about the exact time period where in you can file the law suit. He would also help you in understating the nitty-gritty stuffs required during lawsuit trials. The lawyers are experienced enough to prepare you for the possible defenses which could be raised by the other party. He would be your invaluable and best guide during the complete trial process. Having a lawyer by your side is really a blessing, when you are up against a large insurance firm.

All legal work can be taken care by the Lawyer:

While negotiating the insurance claim or dealing with the compensation process, a lot of homework and hard work is required to be carried out. The last thing that you would like to do after meeting with an automobile accident is to run from pillar to post in settling your claim. But, having an experienced and able lawyer with you can really save a lot of time during the legal work process. The lawyer has several years of experience and exposure in dealing with such types of road accident compensation lawsuits. He knows, what evidences will support your stand, how to gather the police reports and witness statements, how to obtain the medical records and medical expenses and also how to collect the lost wages information. He can also guide and prepare the settlement demand letter on you behalf. Most of the paper work can be taken care of by the lawyer.

A lawyer is the best person to advocate on your behalf:

The best way in which the lawyer can help you in getting your compensation in case of the automobile accident is by being your advocate. By this we mean that the lawyer would act and stand on your behalf both during the negotiation process with the insurance firm and also during the lawsuit trials in the court of law, if required. He would surely be the key person before the judge and jury as well as other lawyers. Also, he would make sure that you are represented well, your cause is well explained and you are liable to receive the desired compensation.

Thus, having an experienced lawyer during the road accident compensation case really helps the cause of the victim without causing any inconvenience.

Major Causes of Road Accidents

There is nothing new about road accidents. During the recent festive holidays in Malaysia, the 3 main causes of road accidents have been pin-pointed. The 3 causes will be discussed in detail below.

The first major cause is sleepy drivers. Drivers who are driving on a long distance trip tend to fall asleep when driving. The long driving hours would most certainly take a toll on the driver’s concentration while on the road.

To avoid accidents due to this cause, drivers should plan several short stops during the long trip. Make regular stops for either a caffeine boost or short naps to keep concentration at a high.

During this time of the year, heavy downpours are to be expected. During a heavy rain, a driver’s range of visibility is greatly reduced. Whenever the vehicle in front makes an emergency brake, drivers should be able to react in time.

Due to the rain, the driver behind might not be able to notice and react accordingly. Therefore, rivers should reduce speed and take caution to avoid such accidents especially when driving in a heavy rain.

No matter often we’ve been told to drive safely, there are errant drivers out there who seem to always be in a rush. Though the speed limit is set at 110km/h, these drivers could be seen speeding at speeds higher than permitted. No amount of summonses could keep these drivers at bay, endangering other drivers on the road.

Drivers should avoid these major causes of road accident and learn to appreciate life.

Road Accidents And Their Causes

The rate of road accidents is increasing day by day, one of the major factor involved is carelessness of the driver. Accidents can be avoided if you have a careful attitude towards your driving. In order to avoid such incidents few suggestions are given below.

1. Do not drive once you are under influence of any drugs- Getting behind the wheels once you are under the influence of alcohol or any other drug, not a good idea. I have witnessed quite a large number of accidents occur due to this reason.

2. Sleeping while driving- Another reason which causes road accidents is the driver falls asleep. Never go for a long distance car drive if you are sleep deprived. If you are tired while driving stop your car and take a quick nap before hitting the road again.

3. Avoiding hitting the object- Once on the road, do not try to turn your wheels, in case some object comes your way. It’s better to get bumped into it then avoiding it, you might save yourself from greater loose.

4. Not following the traffic signal- When the light turns red, it means you have to stop in any condition. Running the red light might cause you your life.

5. Turning to the left when the light is yellow- While cars are going straight in a flow, but you need to turn left and in your rush you might hit a car or get bumped by other cars. This is another factor which causes accidents.

6. Too close to the car ahead- Another common reason of road accidents is following the vehicle ahead too closely. Chances are that if the vehicle in front of you stops your car will crash into it. This way you will damage your car as well as the person you are following so closely. To avoid such situation, maintain a decent amount of distance.

7. Not considering the road conditions- People drive fast even on the bumpy roads with loads of traffic and pedestrians, which causes the accidents.

8. Not paying attention while changing lanes- Make sure you always double check while changing the lane. In their hurry people do not pay attention to other cars and pedestrians on the road. Stay focused, you might save a precious life.

The reasons given above are some of the main factors which are responsible for the occurrence of accidents. They can be avoided only if we change our attitude towards driving and show some care and responsibility as a good citizen. After all the life of our loved ones and people on the roads is important, so Drive Safely next time you are on the road.

Variable Intensity: The Road To Training Success!

Hit the weights hard! You’ve gotten this advice over and over-it’s been drilled into your head. But even after putting in hour after hour at the gym you have little to show for your efforts. What the heck is wrong? “Is my form bad?” you ask. “Am I training hard enough?” “Am I training too hard?”

Unfortunately, this scenario is all too common. To determine what is wrong we have to look at all aspects of our training. How many sets are we doing for each muscle group? Which exercises are we using in our training? Are we overtraining? Or could it be that our muscles and central nervous system (CNS) have become used to all of the training we have been doing and now refuse to add even an ounce of new muscle to our physique?

The fact is our bodies are incredibly skillful at adapting to the training stimulus that we subject them to. This is because our ancestors hunted for their food and exhausted themselves physically to survive or they would have starved. While weight training we subject our bodies to a similar stress. So it goes without saying we are destined to hit a sticking point if we train the same way week in and week out. We need to change things up to continue to improve. One of the ways to do this is to modify the intensity of effort and volume of our training.

If your training is the high volume variety, try increasing the intensity and trimming the amount of sets. For example, if your arm routine consists of 15 sets each for biceps and triceps, stopping all sets 2 reps before failure, reduce the sets to 8 and end all sets 1 rep before failure. Do this for four weeks then change things up by ending all sets at failure using a set count of 2-3 per muscle group. This cyclical training changes the intensity of effort and volume of training to prevent the body from becoming acclimated to the current training demands. The best gains in muscle size and strength will come at the higher intensity phases because of the higher demands placed on the muscles.

The Formula For Successful Bodybuilding

The formula that is the basis of the strategy in this article states: The higher the intensity of effort the lower the volume. As a bodybuilder increases his/her intensity of effort through “To Failure Training” or HIT variables, the less sets are needed to maximize gains and prevent overtraining. Conversely the opposite is true, if the intensity is decreased the volume, or set count should be increased slightly.

Failure To Improve When Over-training Is Not The Culprit

If you haven’t been making the progress you feel you should be and have determined that over-training isn’t the culprit, there are a number of other reasons for the lack of results you’ve been experiencing. They are:

Age (can no longer improve; focus on maintenance or slow regression)

Genetics (reached a peak; can no longer improve in muscle size or strength)

Over-adaptation (mentally bored; lack of motivation; physically adapted to stimulus) Previous Demands (each set performed diminishes subsequent workout capacity) Insufficient Demands (lack of stimulus -i.e., intensity, sets, or frequency to cause a sufficient alarm reaction)

Pay attention to what your body tells you and keep a realistic set of goals. It could be that you have attained all of the muscle size and strength your body is capable of.

Wrong Selection of Training Routines

Many of us attempt to follow top champion bodybuilders’ routines because we feel since they have achieved much success in the sport by training using these routines we should use them too. The truth of the matter is many of these routines are not what the bodybuilder is actually using. They appear in articles meant to impress the reader with the bodybuilder and to further his career.

These bodybuilders are using chemical-enhancement, that is steroids, human growth hormone, insulin and other anabolic drugs. These drugs allow the champion to over train on a regular basis because they increase the body’s recuperative abilities and cause positive nitrogen balance, causing the muscles to rapidly grow. Unfortunately they also lead to many health problems such as heart disease, kidney failure and cancer, to name a few.

The ideal training routine is one which is designed around the present conditioning, the recuperative abilities and the goals of the bodybuilder. Remember to design it around the intensity principle outlined above.

Sample Variable Intensity Program For Arms

Phase 1

The first phase is similar to what is done by beginning bodybuilders. Emphasis is placed on form and the learning of proper exercise technique instead of heavy, intense training.

Complete the desired exercises using good form, stopping the set two reps before hitting failure (the point where no more reps are possible).

barbell curls-1×10

concentration curls-1×12

seated palms-facing pull-downs-1×12

standing triceps push-downs-1×12

standing triceps kickbacks-1×12

standing bar dips-1×12

Phase 2

The second phase increases the intensity of effort by ending all sets one rep before failure. We will keep the set count at three each.

machine curls-1×10

seated incline curls-1×12

seated palms-facing pull-downs-1×10

lying triceps extensions-1×10

seated triceps overhead extensions-1×12

close-grip bench presses-1×12

Phase 3

The third phase is where we take all sets to the point of muscular failure. Load the bar or weight machine with a weight that causes you to put all-out effort to complete the desired amount of reps. Don’t stop when you hit your rep count; attempt to grind out more reps. This causes you to overload your muscles and add weight every workout which will lead to additional muscle growth. Since we are increasing the level of intensity we will be reducing the set volume to two sets for both muscles.

concentration curls-1×12

bent over palms-facing barbell rows-1×10

angled-forward cable triceps extensions-1×12

seated machine triceps dips-1×8

Now that I’ve outlined all three phases of this HIT periodization schedule, begin to use it in your training by working with each phase for 3 weeks before progressing to the next one.

Now hit the iron!

Critical Analysis of Jack Kerouac’s On the Road

Jack Kerouac is one of the pioneering founders of the beatnik movement along with Allen Ginsberg. The beatnik movement is a confusing one as it involved a combination of Easter Mysticism, Drugs, and Free Sex. May be it emerged out of the depression of American involvement in Vietnam and the Cold War. I read Kerouac’s: On the Road but I was not very much impressed with its language. There are very few figures of speech and the description is plain-speak.

Kerouac’s meanderings of the mind and well as his hitchhiking across America are poignantly portrayed. It is said that the book is written in the language of Jazz with its syncopated rhythms but I don’t think so. Kerouac has a friend Dean with whom he engages in dialogue. Kerouac is confronted with extreme boredom and nausea. There is an out-pour of existential guilt.

I am puzzled to the depths of the ocean by Kerouac’s ignorance about Philosophers. He keeps on muttering about Nietzsche but does not talk anything about his philosophy like the ‘Death of God’, the Apollonian and Dionysian elements, the melody of Apollo and the rhythm and beat of Dionysus which contributes to the making of drama especially tragedy. I feel very disappointed with Kerouac’s lack of knowledge and I feel the whole Beatnik movement was one of adult petulance. The Beatniks were interested in Eastern mysticism especially the theory of Karma and Reincarnation. I would like to bring up a Christian perspective about Karma. For Christ Karma (Deeds) alone won’t make one attain salvation. Salvation comes only through being born again in Christ. The doctrine of reincarnation is absurd. How can one be born an ant in one’s after life? The Beatniks were weed aficionados.

The book rambles on from page to page about Kerouac’s travels which all are all senseless like Camus myth of the Sisyphus. Kerouac is notorious for womanizing. Women are dehumanized and treated as strumpets and door mats. Kerouac’s novel has no depth of character or psychological insight. There is no hint of irony. The prose is dull and cluttered. There is no catharsis. Reading the entire novel, I did not come across a single figure of speech. The journeys made by Kerouac are lackadaisical and sterile with monotony. Kerouac is self-indulgent in drunkenness and doping. There is no tone in the novel and it is the outcome of a mediocre mind. Initially I was fascinated with Beatnik movement. But I am disappointed with its writing. After reading the novel: I felt a pall of gloom.

Taking a Road-Trip Along the Panorama Route

The Panorama Route in South Africa’s Mpumalanga Province is a popular road-trip destination. The area’s lush greenery and natural wonders attract thousands of tourists every year, and travellers with vehicles are able to make the most of the stretch of unspoiled beauty that the route offers.

The winding roads along the Panorama Route are well-maintained, making for a smooth road-trip. The route is surrounded by rolling green hills, and there are numerous look-out points where one can stop en route to take in the area’s scenery. Many of them offer breathtaking views of the valleys, ravines and forests in the area.

The Mac Mac Pools consist of several shallow pools with crystal-clear water, and are perfect for a refreshing swim after an invigorating day of exploration and adventure along the Panorama Route. There is also a picturesque picnic spot with barbeque facilities close to the Mac Mac Pools, and the area is easily accessible by car from the main road.

The Panorama Route has a number of cascading waterfalls that make for excellent photo-opportunities. The Mac Mac Falls are located three kilometers further up the Sabie River from the Mac Mac Pools, and are a popular attraction among travellers. The waterfall is easily accessible by car from the main road, and there is a viewing point towards the top of the waterfall that provides an excellent vantage point from which to view the majestic waterfall and the surrounding ravine.

God’s Window is a look-out point along the Panorama Route which offers visitors an idyllic view over the Lowveld and the escarpment in the mist belt. God’s Window has a number of viewing platforms that provide visitors with different perspectives from which to take in the breathtaking scenery.

The Bourke’s Luck Potholes, which mark the beginning of the Blyde River Canyon, are another natural wonder in the area. These massive cylindrical potholes in the bedrock of the Blyde River are a wonder to behold. There is a gravel road leading to the potholes which is easily accessible by car from the main road.

Pilgrim’s Rest is a historic town along the Panorama Route. One gets the sense that the town is frozen in time, as it has a number of well-preserved heritage sites. Pilgrim’s Rest also has a number of museums with collections of old wagons, horse-drawn carts and classic cars. The town is divided into an uptown section and a downtown section. The uptown section is busier than the downtown section, and most of the popular historic sites and tourist attractions are located uptown.

The Panorama Route runs along a landscape with several unique natural attractions. The Panorama Route’s excellent road network, flanked on either side by picturesque scenery, makes it the ideal destination for a road-trip.

A Hidden Road To Recovery? The Magic Money Tree We Had All Along

As lockdown measures ease, people return to work, and retailers open their doors once again, a big question is looming large in the background.

How are we going to pay for all this?

I am of course talking about expensive government policies such as the furlough scheme, small business rates relief grants, bounce back loans, self-employed income support payments, and the many other measures which were introduced to try and nurse the UK economy through the devastation caused by the Covid-19 pandemic, and associated lockdown.

The conventional knowledge is that public spending will have to be drastically decreased (which would harm public services), or taxes substantially increased (which would likely harm growth), in order to make a dent in the debt mountain which has piled up over the past few months.

For example, on July 11th 2020, The Observer published an article by former UK Treasury minister David Gauke, which was entitled ‘Tax Rises and Cuts Only Way to Pay for Covid-19’.

In it, Gauke stated that, ‘Once we are through the economic shock, the government will have to fill this gap with tax increases or spending cuts.’

Similarly, in an article published on the BBC website on July 9th 2020, which was called ‘Coronavirus: How much will it cost the UK?’ a conclusion of the article was that, ‘The deficit leaves the government with a choice: increase borrowing, raise taxes, or cut spending.’

However, the conventional wisdom is sometimes incomplete at best, and entirely wrong at worst. For example, it was once conventional wisdom that Earth, and not the Sun, was at the centre of the solar system.

In terms of the post Covid-19 recovery, inaccurate conventional wisdom has reared its head once again.

How To Make Money… Quite Literally

At this point, it’s worth remembering that money is a man-made construct.

Pounds, Euros, Dollars, or anything else, these currencies have all been created from scratch by human societies, in order to assist with the exchange of goods and services of value.

Also, if you were to ask people how money is created, most would probably suggest it was printed by the Royal Mint in the form of notes and coins.

This is true, but only to an incredibly small degree.

In actual fact, over 97% of the money in the British economy (and the figure is similar in almost all industrialised countries) is created when commercial banks (e.g. HSBC, NatWest, Santander) issue loans to their customers.

A 2014 bulletin by the Bank of England entitled ‘Money Creation in the Modern Economy’ stated this very clearly. The exact words they used were:

Where does money come from? In the modern economy, most money takes the form of bank deposits. The principal way in which they are created is through commercial banks making loans: whenever a bank makes a loan, it creates a deposit in the borrower’s bank account, thereby creating new money. This description of how money is created differs from the story found in some economics textbooks.

This process of ‘creating a deposit in the borrower’s bank account’ is as uncomplicated as it sounds. Perhaps even more so.

It simply means that the bank approves a loan, then types the numbers of the loan amount into the customer’s bank account. The process is entirely digital; no physical money has been created or exchanged at any point.

This has several implications.

Firstly, it means that individuals and businesses receiving loans from commercial banks is the source of nearly all the money in our economy. To put it more starkly – without people taking on bank debts, there can be no money.

This puts a different spin on the concept of ‘the irresponsibility of debt’.

I’m sure we all know of people who have taken out a bank loan, and then wasted it on trivial things. Often, we judge these people, calling them irresponsible or indulgent, and perhaps they are, but whenever anyone takes on bank debt, we too owe that person a kind of debt, as their taking out a loan has increased the amount of money in the economy which can be earned, spent, and taxed. This in turn means that a country’s Gross Domestic Product (GDP) will likely rise as the money supply increases.

‘But Why Has No-one Told Me This Before?’

Good question.

If the truth about money creation was news to you, you’re not alone. The overwhelming majority of the general public don’t know how money is created, and a 2017 poll by the campaign group Positive Money found that even 85% of MPs were unaware.

However, once you understand that money can be created out of thin air, with the push of a button, the debate on how to pay off the debts accumulated during the response to Covid-19, seems rather different.

This is even more true once you understand how central banks work.

Central banks are the national banks of specific countries. For example, in the UK, the Bank of England is our central bank, while in the USA, it is the Federal Reserve, and in the EU, it’s the European Central Bank.

Nearly every country in the world has a central bank, and much like commercial banks, they have the power to create money out of nothing – although central banks have the additional responsibility of trying to ensure the economy as a whole stays healthy.

But whereas commercial banks lend money to businesses and individuals, central banks chiefly lend money to governments, commercial banks, and other financial institutions.

The ability of central banks to create money and lend it to their national government, is of particular interest.

‘There’s No Magic Money Tree That We Can Shake, That Suddenly Provides For What People Want’

Those words were spoken by Theresa May on June 2nd 2017 when appearing on the television show Question Time, in response to a nurse asking why she hadn’t had a pay rise in 8 years.

And she was right; we don’t have a magic money tree that we can shake to raise money.

The truth is, it’s much easier than that.

All over the world, central banks have the power to create new money, which can then be used to pay for whatever is needed. And they certainly do use this power, although not in a way which benefits the general population as much as it could.

For example, in the UK, the Bank of England created £456 billion of new money between 2009 and 2017 through the use of quantitative easing, and this money went straight to commercial banks and other financial institutions, rather than into the hands of individuals or SMEs. Furthermore, none of this money has ever been repaid.

More examples of money being created to serve privileged interests, have come as a result of the Covid-19 pandemic.

A case in point, is the Bank of England’s Covid Corporate Financing Facility (CCFF), which has provided £58 billion worth of newly created money to some of the UK’s largest companies, including Easyjet, Greggs, and First Group.

In fact, the CCFF is not even available to small and medium sized businesses, as the terms of the scheme mean that, in effect, only the UK’s largest corporations are eligible for it.

Another example comes from the US Federal Reserve, who, in the early months of 2020, injected over $2 trillion dollars of newly created money into the American financial markets, in order to try and prevent a recession.

This proved successful to a large extent, but sending the funds directly to investment banks and corporate financiers means it is highly unlikely much of this money will filter down to ordinary working families.

Proof Of Concept

While much of the money which has been newly created by central banks in response to the Covid-19 pandemic has gone to the corporate class, the creation and distribution of these funds has at least shown what can be done.

Namely, money can be created from scratch by a central bank, and injected into the economy where it’s needed most. Indeed, the concept of a nation’s central bank creating new money to finance government spending, is not a new one.

It is a policy known as Direct Monetary Financing, and some influential supporters of Direct Monetary Financing include the economists Milton Friedman, Adair Turner, Willem Buiter, Jordi Gali, and Ben Bernanke, who was Chair of the US Federal Reserve between 2006 and 2014.

The Bank of England has in fact always had the power to create money for the UK government to spend in whichever way it sees fit, and occasionally this power is used. More specifically, the account which the government has with the Bank of England is called the Ways and Means facility, and every so often these two institutions work together to create new money, that the government can use to pay for the extra expenses which arise during challenging circumstances.

For example, following the 2008 financial crash, the size of the government’s Ways and Means facility (i.e. the amount of money the Bank of England created from thin air to assist with the government’s spending requirements) was nearly £20 billion.

And as a result of the Covid-19 outbreak, the UK government has already worked with the Bank of England to create new money, which will be used to help finance the government spending programs that have been introduced to protect the British economy through the pandemic.

Confirming this, a press release published by the Bank of England on 9th April 2020 announced that they had granted the Treasury a ‘temporary extension to the Ways and Means facility’ to help the government ‘smooth its cashflows and support the orderly functioning of markets, through the period of disruption from Covid-19’.

However, the Bank of England also said such an extension would be, ‘temporary and short-term’.

When reporting on this announcement, the Financial Times ran with a headline of ‘Bank of England to directly finance UK government’s extra spending’.

Making It Rain

So if money can be created by the government and the central banks at will, then why is this power not used more often to better fund the public services which we all rely on? Indeed, as Positive Money noted, the Bank of England creating money for the UK government to spend during the Covid-19 crisis, ‘demonstrates once and for all that the government need not depend on private markets to finance its spending’.

In short, if the NHS is low on funds, if schools are lacking resources, or if the police don’t have the equipment they need, then why can’t the government order the creation of more money, so all these things (and more) can be afforded?

Generally, the answer provided is that doing this would increase inflation.

This is not incorrect, but it is by no means assured that increasing the supply of money in an economy will make the goods and services more expensive.

The somewhat hysterical examples of Zimbabwe and the Weimar Republic are sometimes used as cases where the government creating money for itself to spend has led to hyperinflation, but when looking closer to home, both in terms of location and time period, it is easy to observe different outcomes.

Firstly, it is important to note that new money is entering the economy all the time, as a result of banks providing loans to their customers, foreign investment capital flowing into the country, and governments borrowing money from financial markets to fund their public spending commitments, yet whenever money from these sources enters the economy, the argument is never made that the increase in money supply will cause inflation to rise. And at times when inflation is high, rarely is the finger pointed at the money supply being too high.

Furthermore, as noted earlier in this article, the Bank of England created £456 billion of new money between 2009 and 2017 through the use of quantitative easing, yet inflation only rose by 2.77% a year on average in the UK for the period between 2009 and 2020. In terms of historical inflation rates for both the UK and other developed economies, this figure is remarkably low.

In fact, as a result of lockdown measures having reduced the amount of money being newly created by commercial banks granting loans (such as mortgages or startup loans etc.) over the past few months, some economists argue that we now have the opposite problem in the form of deflation, and that what we need now more than anything, is a fresh supply of money entering the economy.

For example, David McWilliams, a former economist at the Central Bank of Ireland, has said that:

We have an economic vaccine – it’s called money. We know the central bank prints it. It doesn’t even have to print it, it just has to put a zero after people’s accounts.

We have the vaccine, we know what to do. And amazingly, we’re not using it because of some morality idea that we can’t do this because it will lead to inflation, when we know we’re in a deflationary spiral.

It is absolutely nonsensical. It is as mad as a laboratory having the vaccination for COVID-19, and saying “we’re not going to use it.”

While Canadian historian Quinn Slobodian has noted of the US Federal Reserve injecting newly created money into the American economy, ‘Economists see no sign of inflation on the horizon. Some have become concerned about inflation in recent weeks, but others worry about the opposite – deflation.’

The Path Not Mentioned

Returning to the quotes at the beginning of this article from David Gauke, and from the BBC, about how the only options on offer to pay for the extra government spending that has arisen from the Covid-19 pandemic, are to raise taxes, increase borrowing, or cut spending, it should now be clear that this represents an incomplete set of choices.

One of the other options, which has been outlined in the article, but which (for one reason or another) is rarely mentioned by politicians, or by the media, is simply for the Bank of England and the British government to work together and create enough new money that the bulk of the Covid-19 spending commitments could be met through Direct Monetary Financing.

This is an option you may agree or disagree with, but knowing that it is even an option in the first place, will help us all to make properly informed decisions about where to go next.
